Overview
The project developed at a moment when the planning framework for data centres in Lower Austria was changing.
New regional policy introduced a dedicated approach to data centre development, with additional zoning and provincial requirements for larger sites. A project that had previously sat comfortably within industrial planning policy was about to move into a new and largely untested regulatory regime.
The available window to establish the site’s planning position was approximately two weeks.
The challenge
Regulatory change usually exposes a weakness in conventional design processes.
A project that begins from scratch needs time to establish building form, infrastructure, servicing, phasing and environmental strategy before a credible submission can be made. In this case, time was the constraint. The question was whether a planning proposition could be produced quickly without reducing the project to a superficial massing exercise.
Design response
The work began from an existing reference design rather than from a blank sheet. The reference design already contained the principal dimensional, technical and development rules required to organise a data centre campus.
This meant the project could concentrate on the things that genuinely required local design judgement: massing, phasing, access, plant, drainage, landscape and the relationship with the actual parcel.
The process became one of controlled adaptation.
Instead of defining the building from first principles, the team tested how an established product logic behaved under a new set of site and planning conditions. A complete planning submission could therefore be assembled within the available period.
Outcome
The site retained its route to development under the existing planning regime. The more important lesson was methodological. The speed of the submission did not come from doing less design. It came from having already resolved the repeatable parts of the problem.
Planning at speed became possible because product intelligence existed before the deadline arrived.
